National Military Discount - There are 3 different sets of Disney military discounts that we will discuss here. Each has its own eligibility and ID rules. These are
100% service disabled connected to their military issued ID, DD Form 1173 or DD Form 2765 with code DAVPRM.
National Military Discount
Spouses (not civil service or contractor) instead of member. Note that the Disney Armed Forces Salute benefit is members only. Although spouses can claim their member's allowance, they are not entitled to their own allowance. They only benefit from discounts instead of members. Dependents (children) of spouse are not eligible.
Military Discount Offer
US based foreign partners/alliance partners are eligible. They must have a US military issued ID (CAC card with a blue stripe).
Below is a chart showing the IDs Disney accepts for the Disney Armed Forces Salute. It can also be used to determine eligibility for tickets to special WDW parties (Halloween and Christmas).
All of the above can use base ticket offices, and starting in 2020, the John McCain Defense Authorization Act or the Purple Heart and Disabled Veterans Equal Access Act also went into effect. It allows you to use base ticket offices and many other MWR features:
HEC Form H623A will be accepted in lieu of VHIC for Veterans placed in VA Health Care Priority Group 8E.
Apod Members Get A Great Deal With National Military Vehicle Museum
The VHIC must demonstrate the veteran's eligibility status (ie, Purple Heart, former POW, or service connected). Note: VHIC cards are issued to veterans enrolled in VA health care services. As for the new white ID cards now being issued instead of the different colors, Disney said:
Issuance of a Next Generation Uniformed Services ID card should not affect your ability to purchase and use military campaign theme park tickets as a 100% disabled veteran. As these tickets are purchased on base, they will validate your eligibility at MWR or another on-site ticket office. Then, when you activate tickets at the Walt Disney World Resort Guest Relations window, you will show your valid and active military ID. I checked with the actors who confirmed that you have a military ID and that's their vetting process to verify that it's you."
National Park Service Military Discount
The biggest problem with these is that 100% of Service-Connected Permanently Disabled Vets do not have a DAVPRM on them. Disney's response was kind of a no-brainer.

If you're an active duty member, National Guard reservist or retiree, using your ID card is the easiest way to take advantage of Veterans Day discounts.
For veterans receiving Department of Veterans Affairs (VA) health benefits, a VA benefits photo identification card serves as easy proof of veteran status at most businesses.
Military & Veteran Discount Plan
If you don't have a VA benefits card, the VA can issue you a veteran's identification card. The Veterans ID Card Program, launched in 2017, allows all honorably discharged veterans to apply online and receive a card in the mail intended as proof of service. Although not an official form of government ID, many businesses accept it as proof of service. Learn more about getting a veterans ID card.
Some states include veteran status on their state identification cards and driver's licenses, giving businesses another ID card option for veterans who want to show proof of their service.
If all else fails, most businesses will accept a copy of your DD-214 as proof of service.
Note: Not all franchise locations participate in their national network's Veterans Day programs; Be sure to contact your nearest facility to make sure they are participating.
